What pikachufreak means is there are 5 HMs on R/B/Y, 4 of which he taught to Mew and the 5th HM he taught to Raichu.

You can find infomation on how to catch Celebi in the US verison at this site
But you will need Gameshark and Serebii.net and I don't really recommend this.
