I agree with Meepit, I always thought it was numbered by the order they were created Almost seems that way in the middle of the Pokédex, but at the beginning and end there is some structure - starters and other weak Pokémon you encounter early on are at the beginning of the Pokédex and strong, legendary Pokémon you encounter towards the end of the game are at the end. Maybe they're loosyl numbered on when you find them in the game?

Ummm... I think Missingno takes on the form of random Pokemon. Not all of them, but a select few, not just Rhydon. I remember getting a Snorlax Missingno and (not so sure about this, but it wasn't a Rhydon) a Raichu Missingno. Maybe Pikachu doesn't count as a starter (unless u play Yellow Version), because Ash missed his chance of GETTING a starter Pokemon - technically, he got a LEFTOVER.
