I was thinking, maybe we can move SPAM into a forum called Underground or something like that. Nobody can create a new topic or reply there.

There isn't too much spam about and if there is a lot is customarily deleted. If you are referring to the random bot posts with lots of links they are deleted and for good reason. Simply moving them to somewhere else on the site would still get them indexed on search engines and that is what they want. Deleting them disallows them that.
