Hey! In the fire red and leaf green section, it says where lugia is found:

Lugia
You can find Ho-oh on Island 8 on the right hand side. You need to acquire a pass to get to Island 8 first. It is level 70.

See? It says Ho-oh instead of Lugia!

Also (I know this is not a game error but) Ho-oh and Lugia could be both obtained in Gold/Silver without trading or using a Gameshark.
