perfect town

I'm stumped on getting a perfect town on wild world I just don't understand about how to make it a perfect town.
can someone help me.
and I have wifi if that helps

It's not that hard to get a Perfect Town.

Overall town rating uses acres. An acre contains 16 x 16 = 256 “spots” (places where you can dig a hole or where a flower or tree can grow) on the ground. There are 16 acres in each town, four across by four down. When mapping acres start counting spots from both the northeast and northwest corners. Place designs on the ground to mark acre boundaries.

For a “perfect” town rating, at least 8 of the 16 acres must have the following (“perfect” level):

0 trees and 27 or more flowers, or
1 tree and 25 or more flowers, or
2 trees and 23 or more flowers, or
3 trees and 21 or more flowers, or
4 trees and 19 or more flowers, or
5 trees and 17 or more flowers, or
6 trees and 15 or more flowers, or
7 trees and 13 or more flowers, or
8 trees and 11 or more flowers, or

Do not allow more than 2 weeds in each acre.

Do not allow more than 2 items (other than fruit, acorns or shells) on the ground in each acre.

Do not leave trash on or buried in the ground.

Remember to water your wilting/withering flowers so they won’t disappear.

Maintain “perfect” status for 15 days to get the Golden Watering Can on the next day.

A flower that looks like droopy white tulips, [Jacob’s Ladder] suzuran, can appear randomly in your town only when you have a “perfect” environment report.
