Because you don't have the Eon Ticket.

Once you have an Eon Ticket, you can go to the far south of Slateport City, speak to the sailor and sail off to South Island to catch Lati*s. You will be able to see Lati*s on screen while walking around like other legendaries such as Ho-oh and Mewtwo, so you'll know when you see it.

I know all about the Eon ticket! It was given out in some Nintendo thing last year to the first 500 people who showed up (some where around that number). I dont know what the Nintendo thing was, but one of my friends has one. What you do with a Eon ticket is you scan it though the E-reader with Ruby or Sapphire and you would then be able to catch the other of the two legendary birds in your game. So then you would get both birds without having to trade.
