I can't find Raikou. Got any suggestion where I start? Also, to get the ruby, do i have to get national dex first? I cant get to ruby and i dunno how to get national pokédex.

I think it depends on your starter, other than that, it's like getting a Lati@s. For the ruby it's the national pokedex then the ruby.

Conditions for the National Dex

1. Beat the Elite 4 at least once
2. Complete the 3 Island Quest Bill requested of you on Cinibar Island after you defeated Blane
3. Have 60 Pokémon or more

After you've met all 3 conditions, talk to Prof. Oak and he'll upgrad your dex

In Ruby once you trade a pokemon that is natural form firered and leafgreen you'll automatically get the national dex. For Raikou you have to start of with squirtle then you do what the umbreon says.

I got raikou now but what umbreon? there is no umbreon that could talk in the game.

I think they ment me when they said 'do what umbreon said' - since i have an umbreon as my avatar and i posted what you need to do for the national dex...

Suicune,it's E-z!you must chose charmander as a starter.Suicune apears ramdomly,but the E-Z way is to trade one from Pokémon Colosseum to Firered,then trade back.Now you can see Suicune's location on the pokédex!

Ok. Here goes.
Legendarys:
For Entei, choose Bulbasaur as a starter.
For Suicune, choose Charmander as a starter.
For Raikou, choose Squirtle as a starter.
Where to find them:
After you obtain the national dex, go to the patch of grass at the north of Vermilion.
Stock up on Ultra balls first.
Run around in the grass until you find the Legendary that is associated with your starter.
Catch it!
Conditions for National Dex:

Complete the assignment Bill gives you on the 3 islands.
Catch or evolve at least 60 pokemon.
After you've met all 3 requirements, talk to Professor Oak, and recieve the National Dex!
