Does the Pal Park allow Pokemon with items to be transferred?

yes... so you can get all those items off your 3rd Gen games and onto your 4th gen

Have you beaten the game in D/P? I think you only get Pal Park after you beat the game and get a National Pokedex....

Yes, I found this out and it has been quit useful. I have now recieved a second masterball so I can catch another legendary.
