A question

My question is, is there supposed to be something special happening when you see a gym leader at places or is it just when legendary is near like when you see Gardenia gym leader #4 in front little twigs you cut down to enter old chateau and there ends up being the legendary (spoiler) Rotom in one of the TVs. Or when you see Wake gym leader #4 talking to your rival infront of Stark mountain later there ends up being the legedary Heatran at the end of the mountain .

You see various Gym Leaders outside their gyms. If not before you battle, then after:

Roark: First time underground.
Gardenia: Eterna Forest after National Dex.
Wake: Stark Mountain after Elite Four.
Fantina: Inside the Pokemon Contest hall after the second badge. You can also see her in Master rank Pokemon Contests.
Byron: Iron Island after National Dex.
Candice: In front of Snowpoint tower, after National Dex.
Volkner: Sunnyshore lighthouse after battling Palkia/Dialga.

You also see Elite Four Flint in Sunnyshore, as well as Johto's Steel-type Gym leader Jasmine.

The only Gym Leader that you don't see outside of her Gym is the fighting-type leader Maylene.

ok, i'm probably showing how bad my memory is, but i thought Jasmine was the electric leader with the ampharos in the lighthouse.... which made her apearance in sunnyshore even more ironic? I do know she can pop up in master rank contests as well....

Jasmine also participates in master rank contests.
