Why do people call the place where you buy attacks TM/HM shop?

Slightly off topic but why did they get rid of whirlpool and replace it with dive? They do the same thing - you used whirlpool to get underwater to catch Lugia in G/S/C, now you use dive to go underwater. Doesn't seem to have a point

across whirlpools and dive lets you go under water in some places.
